A presidente Dilma Rousseff colocou a erradicação da miséria extrema como meta primordial de seu governo e prometeu expandir o programa Prouni, que hoje é restrito ao ensino superior, ao ensino médio e profissionalizante.
Em seu discurso de inauguração no Congresso Nacional, Dilma fez um apelo para se formar um pacto entre instituições privadas, públicas e partidos políticos para alcançar o objetivo. "Vou perseguir a erradicação da pobreza extrema e criação de oportunidades a todos. Ainda existe muita pobreza a envergonhar o país. Não vou descansar enquanto houver brasileiro sem comida na mesa. Esse é compromisso a ser abraçado por todas as instituições, de todos os partidos, universidade, imprensa, e da juventude", afirmou a presidente.
Dilma sustentou que a miséria deve ser combatida através da manutenção da estabilidade econômica. "É preciso um longo ciclo de crescimento com geração de empregos necessários para as atuais e futuras gerações. Não permitiremos que essa praga da inflação volte a castigar as familias mais pobres."
A presidente disse que a consolidação da economia só será alcançada com uma reforma política. "Uma reforma politia é necessária para fazer avançar a nossa jovem democracia e fortalecer o sentido programático dos partidos", sustentou.
No discurso a parlamentares e chefes de estado e representantes de nações estrangeiras, Dilma fez um longo elogio ao ex-presidente Luiz Inácio Lula da Silva. Dilma exaltou ainda o ex-vice José alencar, internado para tratamento de câncer.
Dilma emocionou-se no final do discurso quando disse ser a presidente de todos os brasileiros, e também quando lembrou dos companheiros que tombaram na luta contra a ditadura. "Estendo a minha mão à oposição. Não haverá de minha parte discrminação. Sou a presidenta de todos os brasileiros."
O discurso da presidente foi visto do plenário do Congresso nacional pelos presidentes da Venezuela, Hugo Chávez, da Autoridade Nacional palestina, Mahmoud Abbas, e do Uruguai, José Mujica.
Parte do discurso já havia sido feito quando ela foi declarada vitoriosa em 31 de outubro. Dilma reforçou que é favorável à liberdade de imprensa. "Prefiro o barulho da imprensa livre do que o silencio das ditaduras", disse.
Dilma se encontrou com Luiz Inácio Lula da Silva no Palácio do Planalto logo em seguida, por volta das 16h50. Ela subiu a rampa ao lado do vice, Michel Temer. Antes, desfilou no Rolls-Royce presidencial ao lado da filha - Dilma é divorciada.
A cerimônia foi acompanhada por cerca de 30 mil pessoas, muitos ativistas do PT, vestidos de vermelho.
Lula recebeu Dilma com um caloroso abraço. Em seguida, eles se dirigiram ao Parlatório, onde Lula passou a faixa presidencial para Dilma.
